CONSTITUTION OF THE TRADES UNION INTERNATIONAL OF WORKERS IN THE BUILDING, WOOD, BUILDING MATERIALS AND ALLIED INDUSTRIES PREAMBLE

The Trades Union International of Workers in the Building, Wood, Building Materials and Allied Industries (hereafter referred to as UITBB) is composed of national trades unions or trades union organizations of working people in the building, wood, building materials and allied industries, which apply for membership of it and undertake to respect this Constitution.

As an affiliate of the World Federation of Trade Unions, the Trades Union International of Workers in the Building, Wood, Building Material and Allied Industries unites within its ranks the organizations of workers in the industries concerned, without discrimination based on origin, gender, religion, political or ideological opinions, nationality or the economic and social system under which working people live.

It shall fight against capitalist exploitation and any other form of exploitation and injustice, for social progress, human dignity, trade union rights and democracy, for peoples’ right to self-determination and for peace.

Any national trade union organization representing workers in the industries concerned may become a member of the UITBB, regardless of the international affiliation of its national centre.

Its affiliates shall have the right to join with other regional, continental and international organisations in accordance with the interests of their members. It shall accept associate members, which will participate in and contribute to the activity of the UITBB.

Regional industrial organisations may affiliate with the UITBB and obtain the status of associate members. Considering that the basic interests of workers in the building, wood, building materials and allied industries are the same in all countries, the UITBB shall steadfastly work at all levels towards achieving and strengthening the most comprehensive unity of action for the realization of the trade-based and trades union demands of the working people whom it represents.

Through action the UITBB shall help to create the right conditions for a dynamic, efficient and united international trade unionism in our industries.

ARTICLE I
DENOMINATION
The UITBB’s official title is:
TRADES UNION INTERNATIONAL OF WORKERS IN THE BUILDING, WOOD, BUILDING MATERIALS AND ALLIED INDUSTRIES
The main office of the UITBB is in Helsinki (Finland). It may be changed by a decision of the Executive Committee.

ARTICLE II
FUNDAMENTAL AIMS
The UITBB:
– shall develop relations of broad cooperation and trust and undertake common actions with all trades union organizations in the building, wood, building materials and allied industries in the spirit of mutual assistance and solidarity in favour of workers and in defence of their interests;
-it shall regularly inform affiliated and associate unions of actions taken by organizations in its industries;
– shall contribute to the strengthening of the capacity for action and the consolidation of trades union organizations, and to the extension and defence of trade union rights;
– shall take initiatives to promote international cooperation and unity of action at all levels in the interests of workers in the industries concerned;
– shall promote coordination of trade union struggles to prevent workers from being made to compete against one other;
– shall help to bring unions within any single multinational together to protect workers’ interests;
– shall support the struggle of workers in the building, wood, building materials and allied industries against the power of capitalism and monopolies;
– shall oppose any kind of discrimination based on origin, gender, ideological opinions or religious beliefs.

In order to help the solution of the industrial, economic and social problems of workers in various industrial branches represented in the Trades Union International, the UITBB shall organize special conferences, seminars and delegations or choose other forms of activity, in conformity with the decisions made by the Conference of the UITBB or its leading bodies and according to specific spheres of interest.

ARTICLE III
AFFILIATION
Any organization can apply for membership of the UITBB to its Secretariat, which submits the application to the next meeting of the Executive Committee. The decision of the Executive Committee shall become effective immediately and shall be submitted to the following Conference for ratification.

Relations between UITBB and affiliated organizations shall be based on mutual respect and on the principles of total equality and non-interference in the internal affairs of any organization. Each organization affiliated to the UITBB shall have the right to independently elaborate its own policies, programme and activities. Individual trades union organizations can also join the UITBB as associate members. The procedure for admittance to the UITBB as associate member is the same as for affiliated organizations.

Organizations which are not members of the UITBB can join in its actions.
They may participate in discussing all questions and taking decisions relating to the actions, which they have joined. To this effect, bilateral agreements on cooperation shall be established between these organizations and the UITBB by mutual consent.

ARTICLE IV
STRUCTURE AND ORGANIZATION OF THE UITBB
The International Conference. The highest body of the UITBB is the International
Conference. It shall be convened, in principle, every four years by the Executive
Committee.

An extraordinary Conference may be convened at the request of half of the member organizations or if the Executive Committee so decides. All affiliated organizations shall have full rights to participate in the Conference and their representation shall be determined by the Executive Committee. Affiliated organizations shall be informed of the holding of the Conference at least six months in advance, or, in case of an extraordinary Conference, at least four months in advance.

The time, place and agenda shall be fixed by the Executive Committee. Organizations not affiliated to the UITBB may be invited to attend the Conference; they may send their representatives or observers who may speak at plenary sessions of the Conference as well as at meetings of industrial branches. The Secretariat shall make a list of these organizations and submit it to the Executive Committee for confirmation.

The Conference shall have among others the following tasks:
– to examine and discuss the reports of the Executive Committee and other reports on the problems of workers in the building, wood and building materials industries which are included in the agenda of the Conference;
– to discuss and take decisions on the resolutions and documents presented;
– to discuss and take decisions on the amendments to the Constitution, and to fix the levels of membership fees (on the basis of the criteria established under article V);
– to elect the members of the Executive Committee;
– to elect the members of the Auditing Committee;
– to discuss any other questions included in the agenda on the initiative of the Executive Committee or of organizations affiliated to the UITBB.

As an expression of trade union democracy, the decisions of the Conference shall, after a wide-ranging and comprehensive discussion, be adopted unanimously, or if necessary by simple majority vote.

Voting at the Conference shall be by show of hands, unless any organization calls for a roll call vote. The resolutions and other documents adopted by the Conference shall be binding on the UITBB’s leading bodies in their activities.

The Executive Committee. During the period between two Conferences, the UITBB shall be directed and administered by an Executive Committee. The Executive Committee shall be the body of collective leadership of the UITBB. The Executive Committee shall be composed, in principle, of 20 (twenty) members elected by the Conference. In order to enable the Executive Committee to have direct contact with the various regions of the world, it is desirable to elect its members with this fact in mind. This shall also apply to the different industries represented within the UITBB.

At its first meeting after being elected by the Conference, the Executive Committee shall elect from among its members: The President and Vice-Presidents of the UITBB, taking into account wherever possible geographical considerations, the General Secretary and the Secretary/ies. The Vice-Presidents shall be appointed to represent and to promote the UITBB on different continents.

During the period between two Conferences, the Executive Committee may appoint new Secretaries who shall be full members of the Executive Committee up to the following
Conference. Should a member of the Executive Committee, elected by the Conference, become unable to carry out his/her function, the affiliated national organization may replace him/her by another member whose nomination must be confirmed by the Executive Committee. The Executive Committee shall meet at least once a year. A session shall be convened at least two months in advance.
The Executive Committee’s tasks include the following:
– to take steps to put the resolutions adopted by the Conference into practice; to evaluate and analyse the situation in the building, wood, building materials and allied industries, as well as the conditions of workers in these industries, and on this basis to take specific steps at all necessary levels;
– to decide on the plan of work of the UITBB for the following year and to adopt the budget;
– to study the report of the Auditing Committee on the administration of finances;
– to decide on requests for affiliation, which shall be submitted for confirmation to the next Conference;
– to receive an account of the activities of the Secretariat.

The Secretariat. The Secretariat, which consists of the President, General Secretary and the Secretary/ies, shall be in charge of the running work of the UITBB. It shall be responsible for its activities to the Executive Committee. Its work is to implement the decisions made by the Conference and the leading bodies of the UITBB, to maintain permanent contact with affiliated organizations as well as other national and international organizations of the industries concerned throughout the world, to issue publications of the UITBB and to administer its finances.

The General Secretary shall direct the day-to-day work of the Secretariat. He shall represent the UITBB in its relations with international inter-governmental and nongovernmental bodies.

The Auditing Committee. The Auditing Committee shall consist of three members elected by the Conference. It shall control the financial administration of the UITBB and shall regularly report on its activities to the Executive Committee and the Conference. In the absence of an Auditing Committee, the Executive Committee shall appoint a person to be in charge of policy and management of finances. This person’s task will be to verify the management of finances and to report to the Executive Committee and the Conference on the financial situation.

ARTICLE V
UITBB FUNDS AND THEIR CONTROL
The UITBB receives its funds from membership fees, donations, voluntary contributions, etc.
The membership fee laid down by the Conference is calculated on the basis of EURO 0.65 for developed countries and EURO 0.07 for developing countries per union member per year.

The Executive Committee may, upon application by an affiliated organisation, alter that affiliate’s level of membership fee in accordance with the affiliate’s situation, based on the following criteria:
– level of membership
– state of resources taking into account current financial circumstances
– any other criteria deemed appropriate by the Executive Committee

Organizations affiliated to the UITBB shall pay their membership fees (by bank transfer, cheque, cash, etc.) directly to the UITBB. The UITBB shall conclude bilateral cooperation agreements with associate organizations.

ARTICLE VI
WITHDRAWAL FROM THE UITBB
An affiliated organization shall have the right to withdraw from the UITBB. The organization in question must give notice, in the manner it considers the most suitable, to the Secretariat or the Executive Committee of the UITBB.

ARTICLE VII
ASSOCIATE MEMBERS
Organizations with associate member status shall participate in the International Trade Conference with all the rights enjoyed by organizations with the status of affiliated members.

Associate organizations can be members of the Executive Committee, in which they shall participate with consultative status. Members of organizations with associate status cannot be elected to the functions of President, Vice-President, General Secretary or Secretary of the UITBB. Associate organizations shall contribute to the funds of the UITBB through a membership fee, the amount of which shall be fixed in common agreement between the
UITBB and the associate organization.

ARTICLE VIII
AMENDMENTS TO THE CONSTITUTION
This Constitution is subject to amendments by the Conference on a proposal by either the Executive Committee or affiliated organizations. Proposals for amendments to the Constitution must be submitted to the Secretariat not later than five months before the
Conference. The Secretariat shall inform the affiliated organizations of proposed amendments not later than three months before the Conference.

Amendments to the Constitution require to be voted by a two-thirds majority of the delegates to the Conference.

L’Union Internationale des Syndicats des Travailleurs des Industries du Bâtiment, du Bois,
des Matériaux de Construction et annexes (UITBB) est composée des fédérations
nationales ou des syndicats des travailleurs des industries du bâtiment, du bois, des
matériaux de construction et annexes donnant leur adhésion et s’engageant à respecter
les présents statuts.
Affiliée à la Fédération Syndicale Mondiale, l’Union Internationale des
Syndicats des Travailleurs du Bâtiment, du Bois et des Matériaux de Construction et
annexes groupe en son sein les organisations des travalleurs des industries considérées,
sans aucune discrimination d’origine, de sexe, de religion, de conception politique ou
philosophique, de nationalité ou de système économique et social, sous lequel vivent les
travailleurs.
Elle lutte contre l’exploitation capitaliste et toute autre forme d’exploitation et
d’injustice, pour le progrès social, pour la dignité humaine, pour les droits syndicaux et la
démocratie, pour le droit des peuples à disposer d’eux-mêmes et pour la paix.
Toute organisation syndicale des travailleurs considérés peut adhérer à
l’Union Internationale, indépendamment de l’affiliation internationale de sa centrale
nationale.
L’Union Internationale admet que ses adhérents aient d’autres affiliations
régionales, continentales et internationales en fonction des intérêts de leurs membres.
Elle admet les membres associés qui, sans être adhérents, participent à la
vie de l’UITBB et apportent leur contribution à son activité.
Les organisations régionales professionnelles peuvent adhérer à l’Union
internationale en obtenant le statut de membre associé.
Considérant que les intérêts fondamentaux des travailleurs du bâtiment, du
bois, des matériaux de construction et annexes de tous les pays sont communs, l’Union
Internationale agit avec persévérance pour que se réalise, à tous les niveaux, et se
renforce l’unité d’action la plus large, pour l’aboutissement des revendications
professionnelles et syndicales des travailleurs qu’elle représente.
Par son action l’UITBB contribue à créer les conditions d’un syndicalisme
international professionnel dynamique, efficace et rassemblé.
ARTICLE I
DÉNOMINATION
L’Union Internationale s’intitule:
UNION INTERNATIONALE DES SYNDICATS DES TRAVAILLEURS DU BÂTIMENT,
DU BOIS, DES MATÉRIAUX DE CONSTRUCTION ET ANNEXES
Le siège de l’UITBB est à Helsinki (Finlande). Il peut être changé sur décision du
Comité exécutif.
ARTICLE II
OBJECTIFS FONDAMENTAUX
L’UITBB:
– développe des relations de coopération et de confiance et entreprend des actions
communes avec toutes les organisations syndicales de la construction, du bois, des
matériaux de construction et activités connexes dans l’esprit de l’aide mutuelle et de la
solidarité en faveur des travailleurs et de la défense de leurs intérêts;
– informe régulièrement les organisations affiliées et associées des actions des
syndicats de nos branches;
– contribue au renforcement de la capacité d’action, à la consolidation de
l’organisation syndicale, à l’extension et à la défense des droits syndicaux;
– prend des initiatives faisant progresser la coopération et l’unité d’action
internationales, à tous les niveaux, dans l’intérêt des travailleurs des industries
considérées;
– aide à une bonne coordination des luttes pour empêcher la mise en concurrence
des salariés;
– participe à organiser la concertation des organisations d’une même multinationale
pour défendre les intérêts des salariés;
– soutient la lutte des travailleurs du bâtiment, du bois, des matériaux de
construction et annexes contre le pouvoir du capitalisme et des monopoles;
– agit contre toute discrimination d’origine, de sexe, de conception idéologique ou
religieuse.
Afin d’aider à résoudre les problèmes professionnels, économiques et sociaux des
travailleurs des différentes branches professionnelles et industrielles représentées dans
l’UITBB, celle-ci organise, selon les décisions arrêtées par la Conférence de l’UITBB, ou
ses organes dirigeants, et d’après des sphères d’intérêts déterminés, des conférences,
des séminaires et délégations spécifiques ou réalise d’autres formes d’activité.
ARTICLE III
AFFILIATION
L’organisation intéressée fait sa demande d’affiliation à l’UITBB, au Secrétariat de
l’UITBB, qui la soumet à la prochaine réunion du Comité exécutif. La décision du Comité
exécutif est applicable immédiatement avec toutes ses conséquences. Elle est soumise à
la ratification de la Conférence.
Les relations entre l’UITBB et les organisations affiliées sont basées sur le respect
mutuel, les principes de l’égalité totale et de la non-ingérence dans les affaires intérieures
de chaque organisation, et toute organisation affiliée à l’UITBB a le droit d’élaborer d’une
façon indépendante son orientation, son programme et son action.
Les organisations syndicales peuvent aussi adhérer à l’UITBB en tant que
membres associés. Les procédures d’admission en qualité de membre associé sont les
mêmes que celles prévues pour les membres affiliés.
Peuvent s’associer aux actions de l’UITBB les organisations qui n’en sont pas
membres. Elles peuvent participer à la discussion de tous les problèmes et à la prise de
résolutions concernant les actions auxquelles elles se sont associées. A cet effet, des
conventions bilatérales de coopération sont établies d’un commun accord entre ces
organisations et l’UITBB.
ARTICLE IV
STRUCTURE ET ORGANISATION DE L’UITBB
La Conférence Internationale. L’organe suprême de l’Union Internationale est la
Conférence Internationale. Celle-ci se tient, en principe, tous les quatre ans sur
convocation du Comité exécutif.
Une Conférence extraordinaire peut être convoquée si plus de la moitié des
organisations affiliées le demandent ou si le Comité exécutif le décide.
Participent de plein droit à la Conférence toutes les organisations affiliées, dont la
représentation est définie par le Comité exécutif.
La convocation pour la Conférence est adressée aux organisations affiliées au
moins 6 mois à l’avance et quatre mois s’il s’agit d’une Conférence extraordinaire.
La date, le lieu et l’ordre du jour de la Conférence sont décidés par le Comité
exécutif.
Les organisations non-membres de l’UITBB peuvent être invitées à la Conférence,
envoyer leurs représentants ou observateurs, qui ont la possibilité d’intervenir dans les
séances plénières de la Conférence ainsi que dans les réunions des branches
professionnelles. Le Secrétariat établit la liste de ces organisations et la soumet au Comité
exécutif.
Les tâches de la Conférence sont, entre autres:
– examen et discussion des rapports présentés par le Comité exécutif et des
autres rapports portés à l’ordre du jour de la Conférence sur les problèmes des
travailleurs du bâtiment, du bois, des matériaux de construction et annexes;
– discussion et décision concernant les résolutions et les documents présentés;
– discussion et décision concernant les modifications à porter aux Statuts et
définition des taux de cotisation (sur la base des critères établis à l’article V);
– élection des membres du Comité exécutif;
– élection des membres de la Commission des vérificateurs des comptes;
– discussion sur les autres questions portées éventuellement à l’ordre du jour sur
l’initiative du Comité exécutif ou des organisations membres de l’U.I.S.
En tant qu’expression de la démocratie syndicale, les décisions de la Conférence
sont adoptées, après une discussion large et approfondie, à l’unanimité, ou si nécessaire,
à la simple majorité des voix.
Les votes émis à la Conférence le sont à main levée, sauf si une organisation
demande un vote par mandats.
Les résolutions et autres documents adoptés par la Conférence engagent les
organes dirigeants de l’Union Internationale dans leur activité.
Le Comité exécutif – Entre deux Conférences, l’UITBB est dirigée et administrée
par un Comité exécutif.
Le Comité exécutif est l’organe de direction collective de l’UITBB.
Le Comité exécutif est composé en principe de 20 (vingt) membres, élus par
chaque Conférence. Afin que le Comité exécutif ait des contacts directs avec les diverses
régions du monde, il est souhaitable que ses membres soient élus tenant compte de ce
fait. Il en est de même pour les différentes branches professionnelles composant l’UITBB.
Lors de sa première session, après son élection par la Conférence, le Comité
exécutif élit en son sein:
Le président et les vice-présidents de l’Union Internationale tenant compte, selon
les possibilités, de la répartition géographique, ainsi que le secrétaire général et le(s)
secrétaire(s).
Les vice-présidents sont désignés pour représenter et animer l’UITBB sur les
différents continents.
Dans la période entre deux Conférences, le Comité exécutif peut désigner de
nouveaux secrétaires qui sont membres de plein droit du Comité exécutif jusqu’à la
prochaine Conférence.
Si un membre du Comité exécutif, élu par la Conférence, n’était plus en mesure
d’accomplir sa fonction, il pourra, sur proposition de son organisation nationale affiliée,
être remplacé par un autre membre, dont la candidature doit être confirmée par le Comité
exécutif.
Le Comité exécutif se réunit, au moins, une fois par an. La convocation à la session
doit être adressée au moins deux mois à l’avance.
Le Comité exécutif a, entre autres, les tâches suivantes:
– prendre les mesures pour la réalisation concrète des décisions prises par la
Conférence, évaluer et analyser la situation dans les industries du bâtiment, du bois,
des matériaux de construction et annexes ainsi que les conditions des travailleurs de
ces branches et, sur ces bases, prendre des mesures concrètes à tous les niveaux
nécessaires;
– décider du plan de travail de l’UITBB pour l’année à venir et adopter le budget;
– étudier le rapport de la Commission des vérificateurs des comptes sur
l’administration des comptes;
– décider des demandes d’affiliation, qu’il soumet à la prochaine Conférence pour
ratification;
– prendre connaissance du rapport d’activité du Secrétariat.
Le Secrétariat – Le Secrétariat, composé du président, du secrétaire général et
de(s) secrétaire(s), est chargé du travail permanent de l’UITBB. Il est tenu de rendre
compte de son activité au Comité exécutif.
Sa tâche consiste à réaliser pratiquement les décisions des Conférences et des
organes dirigeants de l’UITBB, d’entretenir des contacts permanents avec les
organisations affiliées et les autres organisations nationales et internationales des
branches industrielles en question dans le monde entier, d’éditer les publications de
l’UITBB et d’administrer les finances de celle-ci.
Le Secrétaire général dirige l’activité courante du Secrétariat. Il représente l’UITBB
sur le plan des relations que celle-ci entretient avec les organisations intergouvernementales
et non-gouvernementales internationales.
La Commission des Vérificateurs des Comptes – La Commission des
vérificateurs des comptes est composée de trois membres, élus par la Conférence. Elle
vérifie l’administration des finances de l’UITBB et rend compte de son activité au Comité
exécutif et à la Conférence.
Toutefois, en l’absence d’une Commission de vérification des comptes, le Comité
exécutif désignera un responsable à la politique et à la gestion financière. Il aura pour
tâche de vérifier l’administration des finances et de rendre compte de la situation
financière au Comité exécutif et à la Conférence.
ARTICLE V
RESSOURCES DE L’UNION INTERNATIONALE ET LEUR CONTRÔLE
Les ressources de l’Union Internationale résultent des cotisations, de donations, de
contributions volontaires, etc.
Le taux de cotisation défini par la Conférence est de 0,65 Euro pour les pays
développés et de 0,07 Euros pour les pays en développement par adhérent par an.
Le Comité exécutif peut modifier sur demande d’une organisation affiliée le niveau de
cotisation en accord avec la situation de l’organisation affiliée requérante et en fonction
des critères suivants:
niveau d’adhérents
niveau de ressources disponibles en tenant compte de la situation
financière
tous autres critères jugés adéquats par le Comité exécutif
Les organisations affiliées versent (par virement bancaire, chèque, en espèces)
leurs cotisations directement à l’UITBB.
L’UITBB passe des conventions bilatérales de coopération avec les organisations
associées.
ARTICLE VI
RETRAIT DE L’UITBB
L’organisation affiliée a le droit de se retirer de l’UITBB. L’organisation intéressée
doit en donner l’information, sous la forme qu’elle estime la meilleure, au Secrétariat ou au
Comité exécutif de l’UITBB.
ARTICLE VII
MEMBRES ASSOCIES
Les organisations membres de l’UITBB en qualité d’associées participent à la
Conférence Professionnelle Internationale avec tous les droits reconnus aux organisations
affiliées.
Les organisations associées peuvent être élues membres du Comité exécutif où
elles participent avec voix consultative.
Les membres d’organisations associées ne peuvent être élus aux fonctions de
président, vice-président, secrétaire général ou secrétaire de l’UITBB.
Les organisations associées contribuent aux fonds de l’UITBB par une cotisation
dont le montant est fixé d’un commun accord entre UITBB et l’organisation associée.
ARTICLE VIII
MODIFICATION DES STATUTS
Les présents statuts peuvent être modifiés par la Conférence sur la proposition du
Comité exécutif ou des organisations affiliées. Les propositions de modifications des
Statuts doivent être remises au Secrétariat, au plus tard cinq mois avant la Conférence. Le
Secrétariat fait parvenir aux organisations affiliées les propositions de modification trois
mois avant la Conférence.
Les modifications des Statuts sont adoptées par la majorité des deux tiers des délégués
de la Conférence.

E s t a t u t o s de la unión internacional de sindicatos de trabajadores de las industrias de la construcción, la madera, los materiales de construcción y actividades conexas

PREÁMBULO
La Unión Internacional de Sindicatos de Trabajadores de las Industrias de la
Construcción, la Madera, los Materiales de Construcción y Actividades Conexas (UITBB)
está compuesta por las federaciones nacionales o sindicatos de trabajadores de las
industrias de la construcción, la madera, los materiales de construcción y actividades
conexas, que se afilian a ella y se comprometen a respetar los presentes Estatutos.
Afiliada a la Federación Sindical Mundial, la Unión Internacional de los Sindicatos
de los Trabajadores de las Industrias de la Construcción, la Madera, los Materiales de
Construcción y Actividades Conexas, agrupa en su seno a las organizaciones de
trabajadores de las mencionadas industrias, sin discriminación de origen, sexo, religión,
concepción política o filosófica, nacionalidad o sistema económico y social en que viven
los trabajadores.
La UITBB lucha contra la explotación capitalista y toda otra forma de explotación y
de injusticia, en favor del progreso social, de la dignidad humana, por los derechos
sindicales y la democracia, por el derecho a la autodeterminación de los pueblos y por la
paz.
Toda organización sindical nacional que represente a los trabajadores de las
mencionadas industrias puede adherirse a la Unión Internacional de los Sindicatos,
independientemente de la afiliación internacional de su central sindical nacional.
La UITBB admite que sus adherentes tengan otras afiliaciones regionales,
continentales e internacionales en función de los intereses de sus miembros.
La UITBB admite a miembros asociados que, sin ser afiliados, participan en la vida
de la UIS y hacen aportes a sus actividades.
Las organizaciones profesionales regionales pueden adherir a la Unión
Internacional obteniendo la categoría de miembros asociados.
Teniendo en cuenta que son comunes los intereses fundamentales de los
trabajadores de las industrias de la construcción, la madera y los materiales de
construcción y actividades conexas de todos los países, la Unión Internacional actúa con
perseverancia para crear y fortalecer la más amplia unidad de acción en todos los niveles
en favor de la realización de las reivindicaciones profesionales y sindicales de los
trabajadores que ella representa.
Con su acción la UITBB contribuye a crear las condiciones para un sindicalismo
internacional profesional, dinámico, eficaz y cohesionado.
ARTICULO I
DENOMINACIÓN
La Unión Internacional se denomina:
UNIÓN INTERNACIONAL DE SINDICATOS DE TRABAJADORES
DE LAS INDUSTRIAS DE LA CONSTRUCCIÓN, LA MADERA,
LOS MATERIALES DE CONSTRUCCIÓN Y ACTIVIDADES CONEXAS
La sede de la Unión Internacional se encuentra en Helsinki (Finlandia). Puede ser
cambiada por la resolución del Comité Ejecutivo.
ARTICULO II
OBJETIVOS FUNDAMENTALES
La Unión Internacional:
– desarrolla relaciones de cooperación y de confianza y emprende acciones
comunes con todas las organizaciones sindicales de la construcción, la madera, los
materiales de construcción y actividades conexas en el espíritu de la ayuda mutua y la
solidaridad en bien de los trabajadores y la defensa de sus intereses;
– informa sistemáticamente a las organizaciones afiliadas y asociadas acerca de las
acciones de los sindicatos de nuestras ramas;
– contribuye al reforzamiento de la capacidad de acción, a la consolidación de la
organización sindical, a la ampliación y defensa de los derechos sindicales;
– emprende iniciativas que hagan progresar la cooperación y la unidad de acción
internacionales en todos los niveles, en interés de los trabajadores de las mencionadas
industrias;
– contribuye a la buena coordinación de las luchas para impedir que los
trabajadores sean lanzados a competir los unos contra los otros;
– participa en la concertación de las organizaciones de una misma multinacional
para defender los intereses de los trabajadores;
– apoya la lucha de los trabajadores de la construcción, la madera, los materiales
de construcción y actividades conexas, contra el poder del capitalismo y de los
monopolios;
– actúa contra toda discriminación de origen, de sexo, de concepción ideológica o
religiosa.
Para ayudar a solucionar los problemas profesionales, económicos y sociales, los
trabajadores de las diferentes ramas profesionales e industriales representadas en la
UITBB, con arreglo a la decisiones adoptadas por la conferencia de la UITBB, o de sus
órganos dirigentes y, según esferas de intereses determinados, organiza conferencias,
seminarios y delegaciones específicas, o realiza otras formas de actividad.
ARTICULO III
AFILIACIÓN
Toda organización interesada solicita su afiliación a la UITBB a través del
Secretariado de la UITBB, que la someterá a la próxima siguiente del Comité Ejecutivo. La
decisión del Comité Ejecutivo entra inmediatamente en vigor con todas sus
consecuencias y se somete a la ratificación de la Conferencia.
Las relaciones entre la Unión Internacional y las organizaciones afiliadas se basan
en el respeto recíproco, en los principios de la total igualdad de derechos y de la no
injerencia en los asuntos internos de cada organización; asimismo, cada organización
miembro de la UIS tiene el derecho de elaborar independientemente su orientación, su
programa y su acción.
Las organizaciones sindicales pueden adherirse a la UITBB también en calidad de
miembros asociados. Las formalidades de admisión con rango de miembro asociado
son las mismas que las previstas para los miembros afiliados.
Organizaciones no afiliadas a la UITBB pueden adherirse a sus actividades y
participar en la discusión de todos los problemas y en la adopción de resoluciones
relacionadas con las actividades en las cuales se hayan asociado. Con este fin se
establecerán, de común acuerdo, convenios bilaterales de cooperación entre dichas
organizaciones y la UITBB.
ARTICULO IV
ESTRUCTURA Y ORGANIZACIÓN DE LA UNIÓN INTERNACIONAL
La Conferencia Internacional.
El órgano supremo de la Unión Internacional es la Conferencia Internacional, que
se celebra por regla general cada cuatro años y es convocada por el Comité Ejecutivo.
Puede convocarse una Conferencia Internacional Extraordinaria, si así lo
demanda más de la mitad de las organizaciones afiliadas, o si el Comité Ejecutivo lo
considera necesario.
En la Conferencia Internacional pueden participar con plenos derechos todas las
organizaciones afiliadas, cuya representación es determinada por el Comité Ejecutivo.
La convocatoria de la Conferencia se comunicará a las organizaciones afiliadas por
lo menos con seis meses de anticipación; si se tratara de una Conferencia Extraordinaria,
este plazo será de, por lo menos, cuatro meses.
El Comité Ejecutivo decide la fecha, el lugar y el orden del día de la Conferencia.
Las organizaciones no miembros de la Unión Internacional pueden ser invitadas a
la Conferencia y pueden enviar a sus representantes u observadores, quienes tienen la
posibilidad de intervenir en las sesiones plenarias de la Conferencia, así como en las
reuniones de las ramas profesionales. El Secretariado confecciona la lista de estas
organizaciones y la somete al Comité Ejecutivo.
Las tareas de la Conferencia, entre otras, son:
– examinar y discutir los informes presentados por el Comité Ejecutivo, así como
otros informes incluidos en el orden del día de la Conferencia, relacionados con los
problemas de los trabajadores de la construcción, la madera, los materiales de
construcción y actividades conexas;
– discutir y tomar decisiones sobre las resoluciones y documentos presentados;
– discutir y decidir sobre las modificaciones de los Estatutos y fijar la cuota de
cotización (sobre la base de los criterios establecidos en el Artículo V);
– elegir los miembros del Comité Ejecutivo;
– elegir los miembros de la Comisión de Revisión de Cuentas;
– discutir los problemas incluidos en el orden del día por iniciativa del Comité
Ejecutivo o de las organizaciones miembro de la UITBB.
Como expresión de la democracia sindical, las resoluciones de la Conferencia
serán aprobadas, tras una amplia y profunda discusión, por unanimidad o, cuando sea
necesario, por simple mayoría de votos.
En la Conferencia las votaciones se realizan levantando la mano, a menos que una
de las organizaciones exija una votación por mandatos.
Las resoluciones y otros documentos aprobados por la Conferencia son
obligatorios para la actividad de los organismos dirigentes de la Unión Internacional.
El Comité Ejecutivo
Entre las Conferencias, la Unión Internacional es dirigida y administrada por el
Comité Ejecutivo.
El Comité Ejecutivo es el órgano de dirección colectiva de la Unión Internacional.
El Comité Ejecutivo está compuesto, en principio, por veinte (20) miembros que
son elegidos por cada Conferencia. A fin de que el Comité Ejecutivo mantenga contactos
directos con las diferentes regiones del mundo, sería conveniente que sus miembros
fuesen elegidos teniendo en cuenta esta circunstancia. Esto es válido asimismo para los
diferentes ramos profesionales que conforman la UITBB.
En su primera sesión, después de haber sido elegido por la Conferencia, el Comité
Ejecutivo elige en su seno a:
el Presidente y los Vicepresidentes de la Unión Internacional teniendo en cuenta,
según las posibilidades, la división geográfica; elige igualmente al Secretario General y el
(los) Secretario(s).
Los Vicepresidentes son designados para representar y estimular la actividad de la
UITBB en los distintos continentes.
Entre dos conferencias, el Comité Ejecutivo puede nombrar nuevos secretarios que
son miembros con igualdad de derechos del Comité Ejecutivo hasta la próxima
Conferencia.
En caso de que un miembro del Comité Ejecutivo, elegido por la Conferencia no
pudiera seguir ejerciendo sus funciones, podrá ocupar su cargo, a propuesta de su
organización nacional afiliada, otro miembro, cuya candidatura deberá ser confirmada por
el Comité Ejecutivo.
El Comité Ejecutivo se reúne, como mínimo, una vez al año. La convocatoria de la
reunión debe ser anunciada con dos meses de anticipación por lo menos.
Las tareas del Comité Ejecutivo, entre otras, son:
– tomar medidas para la realización concreta de las resoluciones aprobadas en la
Conferencia; evaluar y analizar la situación en las industrias de la construcción, la
madera, los materiales de construcción y actividades conexas, así como las
condiciones de los trabajadores de estos ramos y, sobre la base de dichos análisis,
poner en marcha medidas concretas en todos los niveles necesarios;
– decidir el plan de trabajo de la Unión Internacional para el año siguiente y aprobar
el presupuesto;
– discutir el informe de la Comisión de Revisión de Cuentas sobre la administración
financiera;
– decidir sobre las demandas de afiliación, que someterá a la próxima Conferencia
para su ratificación;
– examinar el informe de actividades del Secretariado.
El Secretariado
El Secretariado, compuesto por el Presidente, el Secretario General y el (los)
Secretario(s), está encargado de las tareas permanentes de la UITBB. Debe dar cuenta
de su actividad al Comité Ejecutivo.
Su tarea consiste en poner en práctica las resoluciones de las Conferencias y los
organismos dirigentes de la UITBB; mantener contactos permanentes con las
organizaciones afiliadas, así como con otras organizaciones nacionales e internacionales
de las ramas industriales correspondientes en el mundo entero; editar las publicaciones
de la UIS y administrar los fondos de la misma.
El Secretario General dirige la actividad cotidiana del Secretariado. Representa a
la UITBB en las relaciones que ésta mantiene con las organizaciones
intergubernamentales y no gubernamentales internacionales.
La Comisión de Revisión de Cuentas – La Comisión de Revisión de Cuentas está
compuesta por tres miembros, que son elegidos por la Conferencia. Controla la
administración financiera de la UITBB e informa de su actividad al Comité Ejecutivo y a la
Conferencia.
En ausencia de una Comisión de Verificación de Cuentas, el Comité Ejecutivo designará
un responsable de la política y la gestión financieras. Esta Comisión tendrá como tarea
verificar la administración de las finanzas y rendir cuenta de la situación financiera ante el
Comité Ejecutivo y la Conferencia.
ARTICULO V
RECURSOS FINANCIEROS DE LA UNIÓN INTERNACIONAL Y SU CONTROL
Los recursos financieros de la Unión Internacional provienen de las cotizaciones,
donaciones, contribuciones voluntarias, etc.
El monto de la cotización determinado por la Conferencia es de 0.65 Euro para los
países desarrollados y de 0,07 Euro para los países en vía de desarrollo, por afiliado
anualmente. A petición de una organización afiliada, el Comité Ejecutivo puede modificar
el nivel de la cotización en concordancia con la situación de la organización afiliada
solicitante y en función de los criterios siguientes:
·       el nivel de afiliados
·       el nivel de recursos disponibles teniendo en cuenta la situación financiera
·       otros criterios que el Comité Ejecutivo considere pertinentes.
Las organizaciones afiliadas depositan sus cotizaciones directamente a la UITBB
mediante giro bancario, cheque, en efectivo, etc.
La Unión internacional suscribe acuerdos bilaterales de cooperación con las
organizaciones asociadas.
ARTICULO VI
RETIRO DE LA UNIÓN INTERNACIONAL
La organización afiliada tiene el derecho de separarse de la UITBB. La
organización interesada debe comunicarlo al Secretariado o al Comité Ejecutivo de la
UITBB, en la forma que considere más oportuna.
ARTICULO VII
MIEMBROS ASOCIADOS
Las organizaciones afiliadas a la UITBB con rango de asociadas, participan en la
Conferencia Profesional Internacional con todos los derechos reconocidos a las
organizaciones afiliadas.
Las organizaciones asociadas pueden ser elegidas como miembros del Comité
Ejecutivo, en el cual participan con rango consultivo.
Los miembros de las organizaciones asociadas no pueden ser elegidos para los
cargos de Presidente, Vice-Presidente, Secretario General o Secretario de la UITBB.
Las organizaciones asociadas contribuyen a los fondos de la UITBB con una
cotización cuya suma es determinada de común acuerdo entre la UITBB y la organización
asociada.
ARTICULO VIII
MODIFICACIÓN DE LOS ESTATUTOS
Los presentes Estatutos pueden ser modificados por la Conferencia a propuesta
del Comité Ejecutivo o de las organizaciones afiliadas. Las propuestas de modificación de
los Estatutos deben ser presentadas al Secretariado cinco meses antes de la
Conferencia. El Secretariado comunica las propuestas de modificación a las
organizaciones afiliadas tres meses antes de la Conferencia.
Las modificaciones de los Estatutos son aprobadas por una mayoría de dos tercios
de los delegados en la Conferencia.
